The smartmarks plugin for Netscape 2.0 works very weel for detecting updated
sites. You can get it via Netscapes home page at the following URL
http://www.netscape.com
New sites are more problematic. The vairous search engines can be of some
use. However, word via the various newgroups and mailing lists seems to work
best.
