It's a reference to William Paley, the historical popularizer of design 
as obvious from the complexity of organisms:

If you found a watch on the ground, you would assume that it was made by 
a man as opposed to naturally forming because of its complex parts. 
Biology is far more complex, so it must have been designed as well. His 
idea was co-opted by Dawkins for his book "The Blind Watchmaker." This 
argument was the antecent to today's ID movement... or more 
appropriately, they are the exact same.
