It's a reference to William Paley, the historical popularizer of design as obvious from the complexity of organisms: http://www.ucmp.berkeley.edu/history/paley.html If you found a watch on the ground, you would assume that it was made by a man as opposed to naturally forming because of its complex parts. Biology is far more complex, so it must have been designed as well. His idea was co-opted by Dawkins for his book "The Blind Watchmaker."
