Rules are fine, but when they perpetuate an injustice for which the original 
authors are blameless, they should be set aside, perhaps by petition if not 
by preponderant usage. It's not a matter of popularity. The ICZN can set 
aside whatever rules it likes whenever it pleases, under its plenary powers.
