Gary,

        The one I have found most helpful has been georef. It is a bit
pricey but seems to do a good job.  Any college or University library
should be able to get you in contact with them.  You can probably get
your own account if you do much searching.  It used to be that printing
off line saved costs.  In any case, do it the first time with someone
who has done a lot of searches so you don't waste time and money while
connected.
