S&L puzzlement

Somehow I missed the essential definition of the Signor-Lipps
Effect, without which the debate now raging is incomprehensible.
Would someone care to enlighten me (in one sentence, if possible)?
My guess is that it refers to the effect of the incompleteness of
the fossil record such that mass extinction events get blurred
at the edges. But I could be wrong.
