Request for Qualifications for Paleontological Contract



The following is posted as a public service at the request of Steve Dondero,

The California Department of Transportation (Caltrans) is soliciting Statements
of Qualifications (SOQs) from qualified firms that will lead to a
project-specific contract for paleontological studies.  The selected Contractor
will prepare and carry out a Paleontological Mitigation Plan for impacts to
significant paleontological resources resulting from a proposed highway project
on State Route 14 (Post Mile 42.0- 46.2), north of Red Rock Canyon State Park
in eastern Kern County.  Contractor?s Mitigation Plan shall include appropriate
background information, the objectives of the research, the scope of the
mitigation, decision thresholds, schedule, budget, and arrangements for permits
and curation.  It is anticipated that the work will include a pre-construction
inventory at the project site, monitoring during construction, and
post-construction preparation, analysis, and curation of the recovered
materials, as well as preparation of a professional report on the Contractor?s
investigations.

For this contract, Caltrans has established a participation goal of  5% for
Disadvantaged Business Enterprises (DBEs),  expressed as a percentage of the
dollar value of the contract.  It is the prospective consultant?s
responsibility to make a sufficient portion of the work available to
subconsultants to meet the goals, consistent with the availability and
capacities of DBE firms.  DBE firms must be certified with Caltrans.  DBE firms
included in the SOQ as prime or subconsultants must be certified as of the
submittal date for the SOQ.  The Certification Number and expiration date must
be shown for each DBE firm included in the SOQ.  The selected consultant will
be required to submit verification of having met the stated DBE goal or
documentation of having made a good faith effort prior to contract award.
