THIS IS A PERMANENT POSITION.

POSITION VACANT:  Geologist (Program Director), AD-1350-4. Annual salary
ranges from $91,407 to $142,449.
 
PROMOTION POTENTIAL:  Geologist (Program Director), AD-1350-4.
 
LOCATION:  Directorate for Geosciences, Division of Earth Science, National
Science Foundation, Arlington, VA.
 
RELOCATION: Expenses will be paid.
 
 
BARGAINING UNIT STATUS:  This position is included in the bargaining unit
and will be filled in accordance with the merit staffing provisions of the
Collective Bargaining Agreement Article VIII.

THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE
 
Appointment to this position will be made under the Excepted Authority of
the NSF Act.  Candidates who do not have civil service status or
reinstatement eligibility will not obtain civil service status if selected.
Candidates currently in the competitive service will be required to waive
competitive civil service rights if selected.  Usual civil service benefits
(retirement, health benefits, life insurance) are applicable for
appointments of more than one year. Disabled veterans with 30%
service-connected disabilities as well as other applicants with severe

DUTIES AND RESPONSIBILITIES:  The Division of Earth Sciences supports
proposals for research geared toward improving the understanding of the
structure, composition, and evolution of the Earth and the processes that
govern the formation and behavior of the Earth's materials. The results of
this research will create a better understanding of the Earth's changing
environments, and the natural distribution of its mineral, water, and energy
resources and provide methods for predicting and mitigating the effects of
geologic hazards such as earthquakes, volcanic eruptions, floods, and

The Education and Human Resources Program (EHR) facilitates highly
innovative educational activities in the earth sciences, including efforts
to increase the diversity of participants and involve leading researchers in
education. Activities at all levels are supported, including: 1) graduate
and postdoctoral education outside the framework of normal NSF research
grants; 2) undergraduate education, including the NSF-wide Research
Experiences for Undergraduates Program; 3) elementary and secondary
education; and 4) education outside of the classroom. EH also manages
support of the Digital Library for Earth System Education (DLESE) on behalf
of the Directorate for Geosciences.
 
The Program Director for Education and Human Resources is responsible for
the implementation, review, funding, post-award management, and evaluation
of the program and contributes to the intellectual integration with other
programs supported by the Division. Designs and implements the proposal
review and evaluation process for relevant proposals. Coordinates the
selection of well-qualified individuals to provide objective reviews on
proposals either as individuals or as members of a panel. Conducts final
review of proposals and evaluations, and recommends acceptance or
declination. Manages and monitors on-going grants, contracts, interagency
and cooperative agreements to ensure fulfillment of commitments to NSF.
Evaluates progress of awards through review and evaluation of reports and
publications submitted by awardees and/or meetings at NSF and during site
visits. Contributes to the responsibility for establishing goals and
objectives, initiating new program thrusts and phasing out old projects.
Recommends new or revised policies and plans in scientific, fiscal, and
administrative matters to improve the activities and management of the
Program.   In addition to work on the EHR program, the EAR Program Director
provides support for one of the programs in the Surface Processes Section of
EAR.  Those programs include Sedimentary Geology and Paleontology,
Hydrologic Sciences, Geomorphology and Land Use Dynamics and Geobiology and
Low-Temperature Geochemistry.
 
 
QUALIFICATIONS REQUIRED:  For AD-4:
 
Applicants must have a Ph.D. or equivalent experience in Earth Sciences or a
closely related field plus six or more years of successful research,
research administration, and/or managerial experience pertinent to the
position. Applicants should be familiar with a broad spectrum of earth
sciences research community.

grants program, allocating resources to meet a broad spectrum of program
goals. 
 
4. Ability to communicate both verbally and in writing to a broad audience
on numerous subjects dealing with Earth Science Education and efforts to
increase diversity of participants, researchers and leaders in the field of
Earth Sciences. 
 
5. Skills of collaboration and alliance building as demonstrated through
panel, board, and organizational leadership and participation.
 
BASIS FOR RATING:  Final ranking is based on an evaluation of your
experience, education and training as they relate to the knowledge, skills
and abilities specified in the Quality Ranking Factors.  Current performance
appraisal, letter(s) of recommendation, and awards may also be used in the
evaluation process.
 
CONDITIONS OF EMPLOYMENT:  Appointment to the position is contingent upon
successful completion of the appropriate background investigation.
Satisfactory completion of a one-year trial period may also be required.
