Based on my recent experience in Peru, I suspect that electronically
published journals will find a much wider audience in under-developed
countries than their print-siblings. Telecommunications are excellent in
many countries that a short while ago had abysmal telephone service. Home
and university computers are much more widespread than well-funded research
libraries. Email and WWW pages are shaping up as great equalizing forces,
rather than a creators of 'haves' and 'have-nots.'
